New Public Spaces Protection Order for Wakefield City Centre

A new Public Spaces Protection Order (PSPO) has been confirmed for Wakefield City Centre, following consultation with the public, local businesses and Wakefield BID.

The updated PSPO is a variation and extension of the existing order and has been introduced by Wakefield Council under the Anti-Social Behaviour, Crime and Policing Act 2014. It came into effect from 15 December 2025 and will remain in place for three years, unless amended or extended.

Shaped by local feedback

The PSPO has been developed following engagement with residents, businesses and partners, including Wakefield BID, to reflect the real issues being experienced in the city centre. Feedback highlighted concerns around anti-social behaviour, street drinking, aggressive begging and behaviours that can make people feel uncomfortable or unsafe.

It’s about setting clear expectations for behaviour in the city centre and giving partners the right tools to act early and proportionately. Ultimately, it supports our shared aim of making Wakefield a safer, more welcoming place for everyone.”

What the PSPO covers

Within the designated city centre area, the PSPO places controls on behaviours including:

  • The use of intoxicating substances in public spaces (with exemptions for licensed premises and medical use)
  • Public urination or defecation
  • Anti-social behaviour causing harassment, alarm or distress
  • Aggressive or intimidating begging, including near cash machines
  • Unsafe or disruptive use of bikes, scooters or skateboards
  • Interfering with statues, artworks or structures
  • Erecting tents or temporary structures without permission

Supporting a safer city centre

Authorised officers, including police officers, PCSOs and council officers, have proportionate powers to enforce the order, issue Fixed Penalty Notices and take action where necessary.

The PSPO forms part of a wider approach to improving safety, confidence and the overall experience in Wakefield City Centre, helping ensure it remains a place people feel comfortable to live, work, shop and visit.
